Strategize Defense Diplomacy with Canadian Expertise
Second Lieutenant Roy was posted to Canadian Forces Base Borden where he went through trade training for which he received his formal qualification to be employed as an Aerospace Engineering Officer. Promoted to Lieutenant in 2001 then Captain in 2002, he was posted to 433rd Tactical Fighters Squadron at Canadian Forces Base Bagotville where he worked as a Maintenance Operations Officer on the CF-188 Hornets.
Former Canadian Defence Attaché in Vietnam (2020-2023) and Deputy Canadian Defence Attaché in Mexico (2014-2017), with demonstrated adaptability in international settings, effectively engaging with high-level business, military, academic and political leadership.

Navigating International Relations, One Embassy at a Time
Loïc is now the founder and CEO of D2-Connect Inc., a newly established company providing consultancy services.
Upon graduation, he was posted to the Canadian Joint Operational Command in Ottawa where he coordinated and oversaw all operational level engagements in Latin America and the Caribbean. During that time, he took Portuguese-Brazilian language training for which he received a formal language profile.
In 2013, he was transferred to the Director General Aerospace Equipment Program Management where he held the position of Aircraft Engineering Officer for the recently acquired CC130J Super Hercules. In 2014, he was promoted to his current rank and appointed to the position of Deputy Canadian Defence Attaché at the Canadian Embassy in Mexico City. During that time at in 2015-2016, he deployed to Amman in Jordan as part of OP Provision, the Government of Canada Contribution to the Syrian Refugee Humanitarian Crisis.

LCol Roy was then appointed as the Commanding Officer of the Canadian Forces Language School at the Asticou Center in Gatineau in the summer of 2017, a position he held until the summer of 2019. In 2019, he was selected to be the first Canadian Defence Attaché to be employed at the Canadian Embassy in Hanoi Vietnam. In preparation for this position, he took a one year language course in Vietnamese at the Canadian Forces Language School after which he proceeded to Vietnam at the summer of 2020 to take on this new role, which he held until summer 2023.
HISTORY
Lieutenant-Colonel Roy was awarded the Canadian Decoration in 2006, the Canadian Peace Keeping Medal and the Operational Service Medal – Sudan in 2010, the Queen Diamond Jubilee Medal in 2011 and the Operational Service Medal Humanitas in 2017. While in Mexico, he was also awarded the medals of military distinction by both the Mexican Secretary of Defence and the Secretary of the Mexican Navy. Lieutenant-Colonel Roy and his wife Isabelle have two young children, Charlo and Thomas. He loves travelling, foreign cultures and learning new languages. He also enjoys camping and spending time with his family in the great outdoors.
